Project justification (current situation/ problem, factors and conditions requiring mobilization of actions)

Cultural policies in GUAM countries today is, first and foremost, the policies of a countries which have been independent for the last two decades of there existence.  There political transformation, which brought radical organizational, economic and social changes, had an immediate impact on culture and cultural trends.  It is true, of course, that culture reflects reality in ways which are intellectually and psychologically complex, and deeply rooted in the collective consciousness - and so changes in this area were neither so swift nor so obvious as in others

The greatest achievement of the last ten years has probably been the birth of a new social consciousness, gradually shaking off the intellectual inertia of the preceding period.  A new cultural policy was not imposed "from the top", but has emerged as a natural reflection of broader trends.  Dramatic social and cultural changes, globalization, new cultural priorities, the irruption onto the cultural scene of mass culture and the culture industries, the communications explosion, new approaches to preserving and transmitting the artistic heritage, and a new awareness of culture's vital role in development - all of these factors have laid the basis for a fundamentally new conceptions of culture, and thus of cultural policy too.

Project  aims  The Project "Development of the "Information Observatory on Cultural Policy of GUAM Countries", in particular to conduct studies on conceptualization of state cultural policies (conceptions and state programs in the sphere of culture) in GUAM countries" has following aims:

  • Support regional cultural co-operation through study of the cultural policy innovative approaches in order to promote at national and international levels;
  • Provision of an operative exchange of information in the spheres of cultural policy, management and marketing as well as cultural tourism;
  • Promotion of intercultural dialogue, cultural diversity and social stability of GUAM countries;
  • Contribution to realization of the Action Plan of UNESCO Universal Declaration on Cultural Diversity.
  • Strengthening implementation of  the UNESCO Conventions in the GUAM countries

Relation to UNESCO priorities (how the project can contribute to the realization of internationally adopted goals and priorities)

The Project will contribute to the UNESCO main line of action Mainstreaming within national policies, the links between cultural diversity, intercultural dialogue and sustainable development, in particular for Reinforcing cultural policies in CIS countries  through mainstreaming the links between cultural diversity, intercultural dialogue and sustainable development

The Project intends to strengthen networking and knowledge sharing on cultural diversity and intercultural dialogue through further development of the website "Information Observatory on Cultural Policy of GUAM Countries" created by the Ministry of Culture and Tourism of the Republic of Azerbaijan in 2007 with the support of the UNESCO Moscow Office and in partnership with the Ministries of Culture of Georgia, the Republic of Moldova and Ukraine. Within the further development of "Information Observatory on Cultural Policy of GUAM Countries" it is proposed to conduct studies on cultural policy and cultural statistics, including working out indicators for culture and development (2008-2009).

Principles of cultural diversity and intercultural dialogue included in various development policies and in actions supporting the area of culture;

Links between cultural diversity, dialogue and development promoted in the cluster countries,

Contribution to the social stability and prosperity of the region by developing of national cultural policies in general, as well different spheres of cultural and artistic activities;

Effective co-operation between GUAM countries in the field of culture and tourism, exchange of information, experience and specialists, safeguarding of common cultural and natural heritage.

Project effect  (importance and contribution of the project to improve the situation)

Realization of the project "Development of the "Information Observatory on Cultural Policy of GUAM Countries", in particular to conduct studies on conceptualization of state cultural policies in GUAM countries will provide qualified exchange of information, practice and specialists in the spheres of cultural policy, management and marketing, as well as cultural tourism, and will open new opportunities for the implementation of joint programs and projects, as well assist to elaborate of the  mechanisms of implementation of the Protocol on cooperation in the cultural field of GUAM Countries for 2007-2010,

Apart form this; the development of "Information Observatory on cultural policy of GUAM Countries" website is a significant contribution by the Ministries of Culture of GUAM Countries to the implementation of the Action Plan of UNESCO Universal Declaration on Cultural Diversity and UNESCO Conventions in the field of Culture.

Description of the executive organization  (its mission and capacities, relevant to the project)

Ministry of Culture and Tourism of the Republic of Azerbaijan is an organ of central executive power realizing state policy and adjustment in the fields of culture, arts, tourism, historical and cultural monuments, publishing and cinematography.  

Ministry of Culture and Tourism was established by Decree of President of the Republic of Azerbaijan Ilham Aliyev in January 30, 2006, following the reforms implemented in state management bodies of the Republic of Azerbaijan and in order to ensure the best structural form, on the basis of the Ministry of Culture and partly the Ministry of Youth, Sport and Tourism.

The system of the Ministry of Culture and Tourism of the Republic of Azerbaijan includes the Ministry of Culture and Tourism of the Nakhchivan Autonomous Republic (NAR), cities administrations of culture and tourism in Baku, Ganja, Sumgayit as well as 64 towns and districts departments of culture and tourism are responsible for local executive cultural policy issues; cultural institutions of national and local importance (e.g. theatres, museums, libraries, music schools, clubs etc.).

Previous experience of the executor 

The website of the Information Observatory on Cultural Policy of GUAM countries was created according to the principles and objectives of the Washington Declaration adopted at the GUAM Summit held on 24 April 1999; the Protocol on Cultural Co-operation among the GUAM partners, signed on 20 July 2002 in Yalta; the decision adopted at the GUAM Summit on 3-4 July 2003 in Yalta; International  conference, entitled "East-West Intercultural Dialogue: creation of a cultural corridor" held on 9-10 July 2003 in Baku; as well as the recommendations adopted at the International Conference on Creation of Europe-Caucasus-Asia Cultural Policy Observatory of GUAM Countries held on 5-6 May 2005 in Baku.

The Protocol on co-operation of the Organization for democracy and economic cooperation - GUAM member-states in the cultural field for 2007-2010 years also implies improvement of regular exchange of information in order to widely lighten up the actual events of the cultural life and strengthen historical ties of nations in the frames of the Informational Observatory on Cultural Policy of GUAM countries.

The presentation of "Information Observatory on Cultural Policy of GUAM Countries" website created by the Ministry of Culture and Tourism of the Republic of Azerbaijan, with the support of UNESCO Moscow Office was held with participation of the Minister of Culture and Tourism, the National Coordinator of GUAM Deputy Minister of Foreign Affairs,  representatives of National Commission for UNESCO of the Republic of Azerbaijan and GUAM Secretariat, Extraordinary and Plenipotentiary Ambassadors of Georgia, Republic of Moldova and Ukraine, as well as the representatives of USA, Poland, Korea, Romania, Lithuania and Japan Embassies, the Heads of International Relations Departments of the Ministries of Culture of GUAM Countries, members of major cultural institutions and mass media on 19 December 2007 in the Museum Center of Baku.
