CONCEPTION ON INTANGIBLE CULTURAL HERITAGE OF AZERBAIJAN

Introduction

Having evolved over centuries, the ancient and varied intangible cultural heritage of Azerbaijan has historically formed the core of national morality and culture and serves as the origin of national pride whilst making a substantial contribution to world culture. Political and socio-economic successes and increasing prestige on the international stage since independence have created new possibilities for the protection, restoration and development of intangible cultural heritage. In this context it has become necessary to introduce a conceptual and documentary framework for the intangible cultural heritage that is derived from popular art.

The main objectives of "Conception on intangible cultural heritage of Azerbaijan" prepared by the Ministry of Culture and Tourism of the Republic of Azerbaijan, are the  improvement of cultural-political guarantee mechanisms such as legislative, management, financing, methodical-informational, staff, material-technical and international cooperation and also the organization of the fundamental aspects of the intangible cultural heritage of Azerbaijan - such as the study of regional ethnography (national ceremonies, traditions and games, cultural history, genealogy, myths and legends, country tourism), folklore (folk music and dances, folk theatre, folk-lore) and craftsmanship (folk applied art, traditional decorative art, national descriptive art).

The juridical basis of the Conception, which is based on the experience of international organizations and developed countries in cultural policy, is the Constitution of the Republic of Azerbaijan, the Legislation "On culture", and respective national cultural legislative acts, principles and norms of international law and international commitments of the Republic of Azerbaijan.

1.     Cultural-political provision

It is necessary to activate the legislative, management, financing, methodical-informational, staff, material-technical and international cooperation mechanisms of cultural policy for the restoration, protection and thorough development of the intangible cultural heritage of Azerbaijan.

1.1 Legislature. The objective: development of juridical provisions of intangible cultural heritage of Azerbaijan

Goals:

- Development and application of international normative base;

- Complex development of national legislature;

- Copyright protection.

1.2 Management. The objective: application of modern methods in management of intangible cultural heritage of Azerbaijan

Goals:

- optimization of state management system;

- creating suitable conditions for private organizations;

- support for participating non-governmental organizations.

1.3 Financing. The objective: diversification of financial resources of intangible cultural heritage of Azerbaijan

Goals:

- increasing the effectiveness in use of financial resources allocated from state budget;

- attracting grants, donations and other resources in conformity with legislature;

- improvement of paid cultural services.

1.4 Information provision. The objective: organization of conceptual- information provision of intangible cultural heritage of Azerbaijan

Goals:

- working out the conceptions, programmes, registers and projects'

- organization of local, national, international conferences, round tables, seminars,  and etc.;

- representation in local, national and foreign mass media;

1.5 Human resources.   The objective: improvement of staff provision of intangible cultural heritage of Azerbaijan;

Goals:

-  providing financial and moral support to cultural workers;

- organization of training, professional development, practical courses;

- discovering young talents.

 

1.6 Material and technical base. The objective: modernization of material- technical basis of immaterial cultural heritage of Azerbaijan 

Goals:

- holding repair-restoration and construction works in infrastructure units'

- supply of infrastructure units with technical equipment and information-communication technologies

- supply of infrastructure units with performing instruments and stage garments

1.7 International cooperation.  The objective: representation of intangible cultural heritage of Azerbaijan on an international level.

Goals:

- recognition of intangible cultural heritage of Azerbaijan within the framework of international organizations;

- promotion of intangible cultural heritage of Azerbaijan through cooperation with foreign states;

- promotion of intangible cultural heritage of Azerbaijan with the help of cultural centers operating abroad.

2. Organization of fields of intangible heritage

The Conception aims for the organization of folkore and national applied art, cultural regional ethnography, and cultural-political provision of intangible heritage of Azerbaijan.

2.1 Regional Ethnography. The objective: protection of historical-cultural life practice of Azerbaijan nation.

Goals:

- reintroduction of national ceremonies, traditions and games;

- study of  cultural history, geneology, myths and legends;

- development of country tourism.

2.2 Folklore. The objective: support of Azerbaijani national master art

Goals:

- promotion of national musical and dance genres;

- development of national theatre;

- protection of oral literature.

2.3 Craftsmanship. The objective: revival of the Azerbaijani national cultural industry.

Goals:

- development of national applied art;

- protection of traditional decorative art;

- revival of national descriptive creativity.

3. Infrastructure

Cultural centres and clubs, culture and leisure parks being "closed and open little squares" form the structure of intangible cultural heritage of Azerbaijan.

3.1 Centralized club and park systems

         Establishment of centralized park and club systems including ethnography, folklore and art under local city (regional) culture and tourism offices of the Ministry of Culture and Tourism of the Republic of Azerbaijan for the provision of optimal management of the infrastructure of Azerbaijani intangible cultural heritage.

3.2 Cultural Centres

         Establishment of cultural centres in the network of local city (region) culture and tourism offices (departments) of the Ministry of culture and tourism of the Republic of Azerbaijan for the common development of all directions of ethnography, folklore and art of Azerbaijani intangible cultural heritage in the cities (regions) and villages (settlements).

3.3 Ethnography, folklore, craftsmanship clubs

         Establishment of clubs with ethnography, folklore and art profile in the network of local city (regional) culture and tourism offices (departments) of the Ministry of culture and tourism of the Republic of Azerbaijan for the development of various fields of ethnography, folklore and art of Azerbaijani intangible cultural heritage and of popular art in the cities (regions) and villages (settlements).

3.4 Culture and leisure parks

Establishment of culture and leisure parks in the network of local city (regional) culture and tourism offices (departments) of the Ministry of culture and tourism of the Republic of Azerbaijan for the common development and promotion of all aspects of ethnography, folklore and art of Azerbaijani intangible cultural heritage in the cities (regions) and villages (settlements).              

3.5. Ethnography, folklore and art fairs

Organization of ethnography, folklore and art fairs with in the network of local city (region) culture and tourism offices (departments) of the Ministry of culture and tourism of the Republic of Azerbaijan for the development of various fields of ethnography, folklore and art of Azerbaijani intangible cultural heritage and of popular art in the cities (regions) and villages (settlements).

4. Execution mechanisms

The Conception is executed by the Ministry of Culture and Tourism, related Ministries, state bodies and local executive governments in "monitoring-activity-report" format.

4.1. Monitoring. The objective: study of the current situation.

Goals:

- examination of cultural-political provision;

-  examination of organization of fields;

- revision of the infrastructure.

         4.2 Activity. The objective: implementation of concrete activities.

         Goals:

- preparation of average and short-termed programs;

- working out of perspective projects;

- implementation of Action Plans.

4.2.         Report. The objective - correction and analysis of the results of activity.

Goals:

- preparation of term reports;

- analysis of the results of activity;

- appraisal of practice.
